Xavier graduated in law from Girona University (1998). He then gained a Postgraduate Diploma in Real Estate and Urban Planning (1999) and a Master’s in Public Law and Administrative Organisation from Pompeu Fabra University (2002).
Between 1999 and 2003 he practised at the law firm Massaguer-Pau in Girona where he specialised in administrative law and urban planning law. From 2000 to 2007 he was also secretary and auditor of the Sant Andreu Salou Town Council.
Xavier joined Pareja & Associats, Advocats in 2003 since when he has gained a wealth of professional experience. His areas of expertise are water and ports.
He has extensive experience in sectors such as tourism activities (and specifically in the camping sector), extractive activities, water and ports.
He teaches law at different institutions and he is a speaker on courses and workshops.
He collaborates in the associative and university fabric of Girona. Since 2018 he has been the secretary of the Federation of Business Organisations of Girona (FOEG) and in June 2023 he was appointed member of the Social Council of the University of Girona.
